Reps decry slow pace of digital migration

MEMBERS of the Zanzibar House of Representatives have expressed dissatisfaction with the analogue-to-digital migration project in the isles.
The migration project is being implemented by AGAPE Associates of Dar es Salaam, which won the tender by quoting 4 US million dollars, defeating Star Times which had quoted 28 million US dollars for the project.
The analogue-to-digital migration project included buying various equipment including decoders and transmitters, and construction of a centre for digital transmission, and refurbishing of the Rahaleo studio for recording music.
About, 8bn/- and 195m/- was used for the development of the centre for digital transmission and refurbishing of the studio for recording music, respectively.
“People are not happy with the work being done by AGAPE, we advice the government to review the contract,” Mr Mlinde Mabrouk Juma (CCM- Bumbwini) said in the House when discussing a performance report of the ministry of information.
He said the government has been spending a lot of money on the analogue-to-digital project, but the “work so far does not reflect the amount. Value-for-money is not quite evident.”
Last year, some representatives including Mr Salim Abdallah Hamad (CUF-Mtambwe) complained that some decoders had poor signal/access of television channels.
The Zanzibar Multiplex Company (ZMUX) was formed to oversee implementation of the project.
